On Jan. 26, Pasig City mayor Vico Sotto announced that Pasig City has become the first local government unit (LGU) with an approved COVID-19 vaccination plan.

In the spirit of transparency, the mayor shared the approved plan on his Twitter account. Here’s a quick breakdown of what Pasigueños can expect from the vaccination program.

Overview

The program’s overview includes the priority list for vaccination, the vaccination sites, team compositions for the plan’s execution, as well as innovations that the city has come up with to ensure the plan’s success.

The first priority in the vaccination plan are frontline workers, followed by indigent senior citizens, remaining senior citizens, the remaining indigent population and persons with disabilities and uniformed personnel, in that order. The breakdown and estimated number of vaccine recipients are also included in the presentation.

Sites indicated for use in the vaccination plan include elementary schools, public and private hospitals and the city hall complex. There are a total of 16 vaccination sites with three on-site teams. The city is targeting 5,568 vaccinations per day and setting up weekly targets.

There’s also a breakdown of on-site vaccination staff included in the plan, with 74 members in each team composed of both medical and support staff.

Three-phase approach

According to the plan, the city has developed a three-step approach to mass vaccination, which includes pre-vaccination, vaccination and post-vaccination. In the pre-vaccination phase, teams with special assignments (like venue preparation, vaccine transportation, security and communication) are dispatched to ensure that the venues, vaccine and citizens are all ready for inoculation.

The vaccination phase includes the floor plan, process flow and emergency response for the process with the estimated amount of time a citizen is expected to wait at every station. From the start of the process (excluding waiting time for the process to begin), each person can expect a maximum of two hours to complete the vaccination.

As a precautionary measure, the city has also assigned emergency response units to each vaccination center.

For the post-vaccination phase, the LGU will be monitoring vaccine recipients for any adverse reactions and regular health monitoring. There will also be constant announcements on monitoring and a feedback system in place for vaccine recipients.
