It’s only been less than two weeks since tropical storm Rolly (Goni) and tropical storm Siony (Atsani) battered parts of Luzon with devastating winds and flooding. Hardly have people recovered from this twin calamity when typhoon Ulysses came barrelling through Metro Manila, Rizal and other parts of Luzon last night.
